I have my bar set at 1.8 even insulated my beer line plus coil in water and temp is 2 degrees

What sort of system are you using - cold plate, jockey box or kegerator? How long has the keg been under constant pressure at 2 degrees? Did you try fast carbonating by increasing the pressure and shaking it? Does it foam constantly or just at the beginning when you start pouring?I spent 90% of my money on brewing and drinking beer and the other 10% I wasted
